CLASS TITLE: JUNIOR ACCOUNTANT

BASIC FUNCTION:
Under the direction of an assigned supervisor, performs a variety of responsible and complex accounting duties related to specialized accounting functions; prepares and maintains financial and statistical records and reports; review, maintain, prepare and process accounting, financial and statistical documents, records and reports.
DISTINGUISHING CHARACTERISTICS:
The major characteristics of this class is a recognized functional responsibility for a relatively complex but homogeneous set of financial records. Procedures are generally established and are regulated by law and administrative requirements, and problems encountered demand good judgment and adaptability. Although supervision is available, it is often exercised only through a reviewing of completed work and incumbents are expected to identify for themselves those problems which require attention from supervisory personnel.
This position requires working knowledge of California State School Accounting Requirements.
REPRESENTATIVE DUTIES:
Maintains General Fund ledger and the accounts for all District budget classifications
Balances the San Mateo County month-end ledger report by account
Balances monthly bank statements
Prepares a variety of reports f or administration, County, State, and Federal agencies as required
Verify accuracy of EDP reports and prepares journal vouchers
Assists the Controller in the assembling of information for financial statements and annual budget
Must demonstrate solid understanding of general accounting principles in performance of day to day duties
Must be able to communicate effectively, both in writing and orally Must be responsible for maintaining and coordinating employee benefits
Effectively communicate Federal and State rules relative to employees health insurance program
Performs related duties as required
KNOWLEDGE AND ABILITIES:
Accounting principles, practices and terminology
Electronic data processing application to accounting functions Preparation, review and control of assigned accounts
Modern office practices, procedures and equipment
Applicable sections of State Education Code and other applicable laws
Correct English usage, grammar, spelling, punctuation and vocabulary
Financial and statistical record-keeping techniques
Telephone techniques and etiquette
Interpersonal skills using tact, patience and courtesy Operation of a computer terminal
ABILITY TO:
Perform complex clerical accounting duties involving independent judgment and initiative
Prepare and maintain complex financial records, analyze data and prepare accurate reports
Apply bookkeeping and financial record-keeping principles to assigned specialty area
Read, interpret, apply and explain rules, regulations, policies and procedures
Compare numbers and detect errors efficiently
Make arithmetic computations and tabulation with speed and accuracy
Operate a variety of office equipment such as a computer terminal, typewriter, calculator and copier
Learn, apply and explain District organization, operations, policies and objectives
Meet schedules and time lines
Communicate effectively both orally and in writing Establish and maintain cooperative and effective working relationships with others
Work independently with little direction
ADDITIONAL INFORMATION
The primary duties of this particluar position include the following:
Administer employee benefits programs (health, dental, vision, 403b/457b etc.)
Support benefits enrollment, changes, and terminations
Act as a point of contact for employee benefits inquiries
Point of contact for benefits providers
Assist with open enrollment planning and communications
Maintain and update benefits documentation and policies
Maintain ACA file
Collaborate with HR, payroll, and business teams
Support payroll processing as it relates to benefits and deductions
Maintain confidentiality of financial and employee information
Assist with accounting operations, including journal entries
Participate in month-end and year-end close processes
Prepare and maintain reports, and documentation
Reconcile H&W, dental and vision vendor invoices with payroll deductions
Assist with audits
Assist with actuary reporting
Maintain accurate and up-to-date records for Worker's Compensation benefits checks receipts and process accordingly
Apply Worker's Compensation checks received against corresponding employee's payroll
Leave tracking for classified and certificated staff
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school with two years of college or three years of increasingly responsible experience in the maintenance of statistical records Financial record keeping experience involving manual, machine and computer accounting systems. Ability to work under minimal supervision.
