Under the general supervision and direction of the Assistant Superintendent of Educational Services, assists with the implementation, accountability, and monitoring of department duties to include, but not limited to, the implementation of the RCSD learner framework, MTSS, instructional coaching, testing and assessments, and academic interventions. Spanish Bilingual preferred.
CLASS TITLE: PAYROLL SPECIALIST
BASIC FUNCTION:
Under the direction of the Administrative Officer-Business, prepare, maintain,
audit and verify District payroll and supporting documents and records for the
District’s classified and Certificated employees: compile, prepare and check
statistical and account reports.
REPRESENTATIVE DUTIES:
Prepare and process District payroll for certificated and classified personnel; balance payroll records; calculate salary contracts and benefits.
Gather, assemble, tabulate, check and file financial and statistical data and reports regarding payroll and benefits; review timesheets stipends and other payroll input for accuracy and consistency with District policy and practice.
Prepare and maintain up-to-date payroll records on District employees including salary, authorized deductions and fixed chares; assure payroll deadlines established by the County Office.
Calculate pay adjustments for various personnel actions and make necessary changes on existing payroll records including general payroll, W-4, tax shelter annuities, credit unions and other deductions.
Post and maintain accurate control records for employee payroll deductions and gross earnings as required; assure proper input of salaries and benefit deduction amounts.
Correlate and record information on payroll records and report and submit accurate and timely payrolls o County Office for processing; coordinate District payroll and related functions with County Office and State agencies.
Maintain specialized files and records in preparation for reviews; review computations on employment and other personnel forms.
Assist in training and utilization of part-time office help.
Audit and verify monthly, quarterly and annual computer runs as they pertain to payroll.
Respond to inquiries from employees regarding earnings and deductions; assist in filing proper retirement and benefit plan forms; clarify benefit plan payment and charges for employees and vendors.
Audit and verify billings for employee benefits, insurance and annuities, and mail warrant ensuring receipt on or before prescribed deadlines; issue requests for checks regarding vendor payments for employee benefits.
Compost correspondence, memoranda and reports independently or from verbal instruction.
Receive appropriate forms for administrators, supervisors and individuals authorizing employment or termination, change of status, tax and insurance deductions, leaves and overtime.
Prepare payroll warrants and W-2 forms for distribution as required.
Perform related duties as assigned.
KNOWLEDGE OF:
Methods and practices of bookkeeping and financial record-keeping.
Required accounting methods and requirements as related to payroll tax deductions and public school payroll systems.
Operation of a calculator and EDP terminals.
Proper English usage, punctuation, spelling and grammar.
ABILITY TO:
Perform complex payroll functions.
Review time sheets, calculate compensation rates and prepare reports.
Apply rules and regulations to practical situations.
Direct, supervise and prioritize the work of others.
Perform complex arithmetical calculations accurately and rapidly.
Assemble and organize data and prepare worksheets and reports as requested.
Understand and carry out oral and written directions independently.
Communicate effectively in both oral and written form.
Maintain the security and confidentiality or specified records and information.
Maintain effective work relationships with those contacted in the performance of required duties.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school or the equivalent and a minimum of three years of general office accounting experience, including work with bookkeeping, financial, statistical or similar duties regarding regular use of mathematics and accurate record-keeping.
